A 250 sits above the 165 cc ceiling that applies to imported motorcycles here. Larger locally assembled machines have been permitted more recently, up to a higher limit, which is why these are on sale at all. The rules have changed more than once and they treat importing, assembling and registering differently.

None of that is a reason not to buy one. It is a reason to get the dealer to put the registration position in writing, and to confirm it with BRTA yourself, before any money changes hands. A bike you cannot register is an expensive ornament.

What a 250 gives you that a 165 cannot

Real overtaking ability with a pillion, and an engine that is not working near its limit at highway speed. That second point matters more than the first over distance: a bike cruising well within itself is quieter, smoother and less tiring than one being pushed. If most of your riding is inside Dhaka, you will almost never use either.

The costs scale with it

Higher BRTA band, more expensive tyres, more expensive chain and sprockets, and more fuel. A 250 is not a 165 with a bigger badge, and the running cost gap is wider than the purchase price gap suggests.
